摘要: 在數(shù)據(jù)要素市場(chǎng)化改革進(jìn)程不斷加快的背景下,能夠滿足數(shù)據(jù)資產(chǎn)確權(quán)、溯源取證、互聯(lián)互通、防止篡改、數(shù)據(jù)鏈接、許可備案等功能的數(shù)據(jù)資產(chǎn)登記平臺(tái)亟待建立?;赑olkadot區(qū)塊鏈跨鏈技術(shù),創(chuàng)新性構(gòu)建數(shù)據(jù)資產(chǎn)登記平臺(tái)設(shè)計(jì)方案,以多側(cè)鏈延展結(jié)構(gòu)實(shí)現(xiàn)登記信息和訪問記錄分布存儲(chǔ),協(xié)以智能合約、跨鏈交互、數(shù)據(jù)加密等技術(shù)可實(shí)現(xiàn)登記信息在不同用戶、不同機(jī)構(gòu)之間的安全流通。通過闡述數(shù)據(jù)資產(chǎn)登記、協(xié)同共享、安全審計(jì)三大核心業(yè)務(wù)的落地路徑,論證了模型應(yīng)用的可行性,以期為我國(guó)數(shù)據(jù)資產(chǎn)登記平臺(tái)建設(shè)實(shí)踐提供有力理論支撐。

Abstract: The pace of market-oriented reform concerning data elements is rapidly increasing, necessitating the establishment of a data asset registration platform capable of fulfilling the needs for property rights confirmation, traceability, evidence collection, interconnection, tamper prevention, data linkage, and license registration. This paper introduces an innovative design scheme for such a platform, utilizing Polkadot blockchain cross-chain technology. The proposed structure employs a multi-side chain extension to enable the distributed storage of registration information and access records. Integrated with smart contracts, cross-chain interactions, and data encryption technologies, the platform ensures secure circulation of registration information among various users and institutions. By detailing the implementation strategies for core functions such as data asset registration, collaborative sharing and security auditing, this paper demonstrates the practical feasibility of the platform and provides substantial theoretical support for the development of data asset registration platforms.

引言

數(shù)據(jù)資產(chǎn)登記是對(duì)數(shù)據(jù)的事項(xiàng)及其產(chǎn)權(quán)進(jìn)行登記的行為,是開展數(shù)據(jù)流通交易并實(shí)現(xiàn)數(shù)據(jù)要素市場(chǎng)化配置的必要“前置環(huán)節(jié)”,對(duì)促進(jìn)數(shù)據(jù)資產(chǎn)權(quán)益保護(hù)、合規(guī)高效流通交易、加強(qiáng)數(shù)據(jù)監(jiān)督管理具有重要的支撐作用。2022年12月,《中共中央國(guó)務(wù)院關(guān)于構(gòu)建數(shù)據(jù)基礎(chǔ)制度更好發(fā)揮數(shù)據(jù)要素作用的意見》(以下簡(jiǎn)稱“數(shù)據(jù)二十條”)提出“探索數(shù)據(jù)產(chǎn)權(quán)結(jié)構(gòu)性分置,研究數(shù)據(jù)產(chǎn)權(quán)登記新方式”的要求。因此,加快建設(shè)安全高效的數(shù)據(jù)資產(chǎn)登記平臺(tái),是推進(jìn)落實(shí)“數(shù)據(jù)二十條”相關(guān)內(nèi)容的必要舉措。然而,在數(shù)據(jù)資產(chǎn)登記平臺(tái)的建設(shè)過程中,還面臨著諸如數(shù)據(jù)鏈接關(guān)系不明確、信息互通互認(rèn)難、安全風(fēng)險(xiǎn)高、溯源取證難度大等挑戰(zhàn)。

目前國(guó)內(nèi)學(xué)者在自然資源[1]、債券[2]、不動(dòng)產(chǎn)[3]、知識(shí)產(chǎn)權(quán)[4]等傳統(tǒng)生產(chǎn)要素登記平臺(tái)建設(shè)領(lǐng)域已具備扎實(shí)的研究基礎(chǔ)。提出構(gòu)建塊鏈?zhǔn)綌?shù)據(jù)存儲(chǔ)結(jié)構(gòu)的分布式賬本,結(jié)合共識(shí)機(jī)制、智能合約、加密算法、CA認(rèn)證等技術(shù),部署資產(chǎn)登記平臺(tái)架構(gòu),實(shí)現(xiàn)去中心化、一致存儲(chǔ)、難以篡改、支持溯源等功能。隨著區(qū)塊鏈應(yīng)用場(chǎng)景覆蓋拓寬、業(yè)務(wù)協(xié)同和價(jià)值流通需求增加,跨鏈技術(shù)逐步賦能區(qū)塊鏈互操作性和可擴(kuò)展性的提升,已在醫(yī)療信息[5]、政務(wù)數(shù)據(jù)[6]、物流運(yùn)輸[7]等應(yīng)用場(chǎng)景取得研究成果和實(shí)踐落地。

為推進(jìn)數(shù)據(jù)資產(chǎn)登記平臺(tái)需求與區(qū)塊鏈先進(jìn)技術(shù)的充分融合,本文創(chuàng)新性設(shè)計(jì)了基于Polkadot模型的數(shù)據(jù)資產(chǎn)登記平臺(tái)建設(shè)方案,旨在為數(shù)據(jù)資產(chǎn)登記信息跨鏈協(xié)同提供啟發(fā)性對(duì)策。
