摘要: 低空經(jīng)濟作為戰(zhàn)略性新興產(chǎn)業(yè)之一,對于打造國家經(jīng)濟高質量增長新引擎意義重大?,F(xiàn)階段,數(shù)據(jù)要素或成為破解低空經(jīng)濟發(fā)展瓶頸的關鍵鑰匙。闡述了低空經(jīng)濟的內涵與特征,總結歸納了低空經(jīng)濟現(xiàn)狀趨勢,包括政策逐步完善、市場前景廣闊、深度協(xié)同數(shù)字經(jīng)濟發(fā)展等;剖析了數(shù)據(jù)要素賦能低空經(jīng)濟發(fā)展的理論邏輯,從數(shù)據(jù)對低空經(jīng)濟的產(chǎn)業(yè)升級驅動作用及對低空經(jīng)濟生產(chǎn)函數(shù)的重構作用兩方面進行闡述;最后,從制度建設、技術路徑、產(chǎn)業(yè)培育三個維度結構性設計了“數(shù)據(jù)要素×低空經(jīng)濟”發(fā)展機制,以期為地方政府推進低空經(jīng)濟高質量發(fā)展提供有效借鑒。

The theoretical logic and mechanism design of data element empowering lowaltitude economic development

Abstract: The low-altitude economy, as one of the strategic emerging industries, holds significant potential for creating a new engine of highquality growth in the national economy. At this stage, data elements are poised to become a critical factor in overcoming the developmental bottlenecks facing lowaltitude economic sectors. This study provides an indepth analysis of the connotation and characteristics of the lowaltitude economy, summarizing current trends such as policy improvements, expansive market potential, and the increasing integration of the digital economy. Then, it examines the theoretical logic behind how data elements can empower the development of lowaltitude economy from two perspectives: the role of data in driving the industrial upgrading and its function in reshaping the production models within this economic sector. Finally, the development mechanism for the "data elements×lowaltitude economy" framework is proposed across three dimensions: system development, technology pathways, and industry cultivation. This study aims to provide valuable insights and references for local governments to promote highquality development of lowaltitude economy.

引言
自2010年低空空域概念提出,低空空域管理和低空經(jīng)濟發(fā)展陸續(xù)成為地方謀劃數(shù)字經(jīng)濟高質量發(fā)展的改革熱點。2024年3月,政府工作報告首次將“低空經(jīng)濟”納入經(jīng)濟新增長引擎,在此背景下,地方密集出臺低空經(jīng)濟發(fā)展政策,搶抓新戰(zhàn)略機遇[1]。2024年5月,國家發(fā)改委、國家數(shù)據(jù)局、財政部、自然資源部聯(lián)合發(fā)布《關于深化智慧城市發(fā)展推進城市全域數(shù)字化轉型的指導意見》,提出要探索發(fā)展數(shù)字低空基礎設施,全方位支撐城市數(shù)字化轉型。當前,低空經(jīng)濟發(fā)展面臨頂層設計缺乏、低空要素數(shù)字化滯后、低空應用場景挖掘不充分等困難挑戰(zhàn)。本研究認為,數(shù)據(jù)要素將是深度賦能低空經(jīng)濟發(fā)展的關鍵一環(huán)。因此,厘清數(shù)據(jù)要素賦能低空經(jīng)濟發(fā)展的理論邏輯,并系統(tǒng)性設計“數(shù)據(jù)要素×低空經(jīng)濟”發(fā)展機制,將對助力地方政府推進低空經(jīng)濟發(fā)展走深向實具有重要借鑒意義。
