数据要素赋能低空经济发展的理论逻辑与机制设计

摘要: 低空经济作为战略性新兴产业之一,对于打造国家经济高质量增长新引擎意义重大。现阶段,数据要素或成为破解低空经济发展瓶颈的关键钥匙。阐述了低空经济的内涵与特征,总结归纳了低空经济现状趋势,包括政策逐步完善、市场前景广阔、深度协同数字经济发展等;剖析了数据要素赋能低空经济发展的理论逻辑,从数据对低空经济的产业升级驱动作用及对低空经济生产函数的重构作用两方面进行阐述;最后,从制度建设、技术路径、产业培育三个维度结构性设计了“数据要素×低空经济”发展机制,以期为地方政府推进低空经济高质量发展提供有效借鉴。

The theoretical logic and mechanism design of data element empowering lowaltitude economic development

Abstract: The low-altitude economy, as one of the strategic emerging industries, holds significant potential for creating a new engine of highquality growth in the national economy. At this stage, data elements are poised to become a critical factor in overcoming the developmental bottlenecks facing lowaltitude economic sectors. This study provides an indepth analysis of the connotation and characteristics of the lowaltitude economy, summarizing current trends such as policy improvements, expansive market potential, and the increasing integration of the digital economy. Then, it examines the theoretical logic behind how data elements can empower the development of lowaltitude economy from two perspectives: the role of data in driving the industrial upgrading and its function in reshaping the production models within this economic sector. Finally, the development mechanism for the "data elements×lowaltitude economy" framework is proposed across three dimensions: system development, technology pathways, and industry cultivation. This study aims to provide valuable insights and references for local governments to promote highquality development of lowaltitude economy.

引言

自2010年低空空域概念提出,低空空域管理和低空經(jīng)濟發(fā)展陸續(xù)成為地方謀劃數(shù)字經(jīng)濟高質(zhì)量發(fā)展的改革熱點。2024年3月,政府工作報告首次將“低空經(jīng)濟”納入經(jīng)濟新增長引擎,在此背景下,地方密集出臺低空經(jīng)濟發(fā)展政策,搶抓新戰(zhàn)略機遇[1]。2024年5月,國家發(fā)改委、國家數(shù)據(jù)局、財政部、自然資源部聯(lián)合發(fā)布《關(guān)于深化智慧城市發(fā)展推進城市全域數(shù)字化轉(zhuǎn)型的指導(dǎo)意見》,提出要探索發(fā)展數(shù)字低空基礎(chǔ)設(shè)施,全方位支撐城市數(shù)字化轉(zhuǎn)型。當(dāng)前,低空經(jīng)濟發(fā)展面臨頂層設(shè)計缺乏、低空要素數(shù)字化滯后、低空應(yīng)用場景挖掘不充分等困難挑戰(zhàn)。本研究認(rèn)為,數(shù)據(jù)要素將是深度賦能低空經(jīng)濟發(fā)展的關(guān)鍵一環(huán)。因此,厘清數(shù)據(jù)要素賦能低空經(jīng)濟發(fā)展的理論邏輯,并系統(tǒng)性設(shè)計“數(shù)據(jù)要素×低空經(jīng)濟”發(fā)展機制,將對助力地方政府推進低空經(jīng)濟發(fā)展走深向?qū)嵕哂兄匾梃b意義。
