基于Vensim PLE的决策监管类系统的数据质量影响因素分析——以智能化国资国企在线监管平台系统为例

摘要: 大数据时代,数据赋能和应用给政府和国有企业的决策和监管带来了便利,但决策监管类系统面临源数据获取、分析、处理等过程导致的数据质量不高问题,影响决策的精准性和监管的有效性。结合本人参与该平台建设需求分析和数据获取的实际工作过程,针对国有资产和国有企业数据获取到应用过程中影响数据质量的主要因素进行分析,构建了数据质量模型的因果关系图和流图,并通过Vensim PLE进行仿真实验,识别到人才对数据质量的重要性。同时,了解其中的学习培训时间、需求变更和元数据因素对数据质量的具体影响趋势,并提出对应改进数据质量的有效方法。

Analysis of data quality influencing factors of decision-making and supervision system based on Vensim PLE——Take the online supervision platform system of state-owned assets and enterprises as an example

Abstract: In the era of big data, data empowerment and application have brought convenience to the decision-making and supervision of governments and state-owned enterprises. However, the decision-making and supervision system faces the problem of low data quality caused by the process of source data acquisition, analysis and processing, which affects the accuracy of decision-making and the effectiveness of supervision. This paper mainly combines the specific practice of demand analysis and data acquisition in the construction process of intelligent state-owned enterprises online supervision platform, analyzes the main factors affecting data quality in the process of supervisory platform from data acquisition to application, and constructs the causality diagram and flow diagram of data quality model. Simulation experiments are conducted through Vensim PLE to identify the importance of talent and leadership participation in platform system construction on data quality, understand the specific influence trends of learning and training time, demand changes and source data factors, and put forward effective methods to improve data quality.

引言

隨著信息技術(shù)的快速發(fā)展和大數(shù)據(jù)技術(shù)的廣泛應用,決策監(jiān)管類系統(tǒng)在政府、企業(yè)等領(lǐng)域得到廣泛應用。通過高水平的智能化監(jiān)管平臺建設,完善監(jiān)督管理體系、優(yōu)化監(jiān)督流程、明確監(jiān)督內(nèi)容、規(guī)范監(jiān)督程序,實現(xiàn)數(shù)據(jù)采集實時化、業(yè)務處理自動化、信息利用共享化,全面提高監(jiān)督效率、質(zhì)量和水平,增強快速反應能力和應急能力[1]。智能化國資國企監(jiān)管平臺建設在推動國資國企改革發(fā)展、防止國有資產(chǎn)流失、確保實現(xiàn)國有資產(chǎn)保值增值、促進國資監(jiān)管信息化和國資國企信息化協(xié)同提升、推動“數(shù)字企業(yè)”建設、提升國資國企治理能力等方面具有重大意義。然而現(xiàn)有決策監(jiān)管平臺中企業(yè)提供數(shù)據(jù)信息存在不一致、不準確、不及時等情況,導致支撐決策監(jiān)管系統(tǒng)的整體數(shù)據(jù)質(zhì)量不高,影響整個決策分析系統(tǒng)進行決策的準確性和可靠性。因此,研究系統(tǒng)相關(guān)因素對數(shù)據(jù)質(zhì)量的影響程度和影響機制,對于提高決策監(jiān)管類系統(tǒng)的數(shù)據(jù)質(zhì)量和提升決策的準確性與可靠性均具有重要意義。
