“1+1+N”城市数据运营模式的探索

摘要： 数据增列为生产要素，已成为城市新型资源。亟需培育数据要素市场，释放数据要素价值，推动数据资产化、要素化、价值化。依托铜仁市公共数据综合服务平台，以铜仁实践为例，创新地提出了“1+1+N”城市数据运营模式。首先需建立良好的数据治理体系，明确提出数据源于场景并用于场景;其次需构建完善的数据供应链机制，高效管理城市数据资产，建立数据授权通道，搭建数据追溯、结算和安全防护系统，创新应用场景迭代升级模式和多元主体利益分配机制。“1+1+N”城市数据运营模式可有效推动数据整合共享和开发利用。

Exploration of "1+1+N" urban data operation mode

Abstract： Data has been added as a production factor and become a new type of urban resource. We urgently need to cultivate the data element market, release the value of data elements, and promote the capitalization, factorization, and value of data.This article innovatively proposes the "1+1+N" urban data operation model based on the Tongren city public data comprehensive service platform and the Tongren practice. Firstly, it is necessary to establish a fine data governance system.This article explicitly proposes that data sourced from scenarios and used for scenarios.Secondly, it is necessary to establish a comprehensive data supply chain mechanism, efficiently manage urban data assets, establish data authorization channels, establish data traceability, settlement, and security protection systems, innovate application scenario iteration and upgrading models, and distribute interests among multiple entities. The "1+1+N" urban data operation model can effectively promote data integration, sharing, and development utilization.

0 引言
隨著國內(nèi)大數(shù)據(jù)產(chǎn)業(yè)體系日趨完善，大數(shù)據(jù)與實體經(jīng)濟融合逐步深入，國家大數(shù)據(jù)戰(zhàn)略不斷深化，尤其是2020年數(shù)據(jù)正式被定義為生產(chǎn)要素，標(biāo)志著數(shù)據(jù)要素市場化上升為國家戰(zhàn)略，將對未來經(jīng)濟社會發(fā)展產(chǎn)生深遠(yuǎn)影響。為加快構(gòu)建數(shù)據(jù)基礎(chǔ)制度，充分發(fā)揮我國海量數(shù)據(jù)規(guī)模和豐富應(yīng)用場景優(yōu)勢，以促進數(shù)據(jù)合規(guī)高效流通使用、賦能實體經(jīng)濟為主線，以數(shù)據(jù)產(chǎn)權(quán)、流通交易、收益分配、安全治理為重點，充分實現(xiàn)數(shù)據(jù)要素價值。
