我国数据交易统一大市场发展现状与路径思考

摘要： 数据交易在数字经济发展发展中发挥了至关重要的作用。通过梳理我国当前数据市场交易暴露的痛点问题，围绕我国数据要素市场培育的总体要求，结合实践基础以及国家推进全国统一大市场的总体要求，提出破解数据交易困境、加快建设全国统一数据交易市场亟待处理好安全与发展、政府与市场、竞争与合作以及管理与技术四对关系。同时，以“统一制度建设、推进交易场所功能互补、强化基础设施互联互通和推进所商分离与生态建设”为四大核心抓手，推动统一数据交易市场建设。

Reflections on the present situation and development path of a unified data trading market in China

Abstract： Data trading plays a vital role in the development of digital economy. This paper centers on the overall requirements of data element market establishment, as well as the practical basis and overall requirements of a national unified market. It sorts out the pain points exposed in current data trading, and puts forward the idea that in order to solve the dilemma of data trading and accelerate building a national unified data trading market. It is essential to solve four pairs of relationship properly: security and development, government and market, competition and cooperation, and management and technology. It then points out that to promote the establishment of a unified data trading market, four issues need to be focused on: establishing a unified trading system, promoting the complementary functions of trading venues, strengthening infrastructure connectivity and promoting business separation and ecological establishment.

0 引言
數(shù)據(jù)流通交易作為數(shù)據(jù)要素實(shí)現(xiàn)市場化配置的重要環(huán)節(jié)，對于打通數(shù)據(jù)壁壘和孤島，加快政府、企業(yè)數(shù)據(jù)化轉(zhuǎn)型發(fā)揮著關(guān)鍵作用。從2015年國務(wù)院印發(fā)《促進(jìn)大數(shù)據(jù)發(fā)展行動綱要》首次指出“開展面向應(yīng)用的數(shù)據(jù)交易市場試點(diǎn)”至今，我國數(shù)據(jù)交易發(fā)展已經(jīng)歷經(jīng)7個(gè)年頭。尤其是十九屆四中全會以來，以要素市場化改革為核心多項(xiàng)政策相繼出臺，開啟了數(shù)據(jù)交易市場的新一輪探索熱潮。2022年3月25日，中共中央 國務(wù)院印發(fā)《關(guān)于加快建設(shè)全國統(tǒng)一大市場的意見》，指出要加快培育統(tǒng)一的技術(shù)和數(shù)據(jù)市場，標(biāo)志著我國數(shù)據(jù)交易探索開始由分散建設(shè)邁入融通整合的新征程。
本文圍繞加快構(gòu)建全國統(tǒng)一數(shù)據(jù)要素大市場的要求，重點(diǎn)梳理我國數(shù)據(jù)流通交易體系的發(fā)展現(xiàn)狀和突出問題，進(jìn)而提出構(gòu)建全國統(tǒng)一數(shù)據(jù)流通交易大市場的基本思路與路徑。
