数据主权交换平台方案模式研究

摘要： 在数字化和智能制造的浪潮下，建立数据主权受保护、满足大数据主权交换交易需求的数据主权交换平台将成为数字经济发展的重要推动力。概述数据主权和数据主权交换的概念，介绍国际数据空间和欧洲GAIA-X计划的实践经验，为数据主权交换平台在我国的发展提供借鉴。通过分析智能工厂网络平台、物联网数据主权交换平台的平台模式及技术要点，探讨我国数据主权交换平台建设方案及发展思路，依托国际数据空间参考架构，提出了一种可信、互操作的数据主权交换平台参考架构。

Abstract： Under the background of digitalization and intelligent manufacturing, the establishment of a data sovereignty exchange platform that protects data sovereignty and meets the needs of Big Data sovereign exchange has become an important driving force for the development of the digital economy. The concepts of data sovereignty and data sovereign exchange are summarized, and the practical experience of international data space and GAIA-X program are introduced to provide reference for the development of data sovereign exchange platform in China. By analyzing the platform mode and technical points of the Smart Factory Web platform and the Internet of Things data sovereign exchange platform, the scheme and development ideas of China′s data sovereign exchange platform are discussed. Relying on the international data space reference framework, a credible and interoperable data sovereign exchange platform reference architecture is proposed.

0 引言

數(shù)字經(jīng)濟(jì)時(shí)代的到來(lái)意味著全球行業(yè)現(xiàn)有商業(yè)模式的快速和重大變革。對(duì)于制造業(yè)而言，工業(yè)4.0和智能制造帶來(lái)的信息化技術(shù)快速發(fā)展更使制造業(yè)在各方面面臨著挑戰(zhàn)和產(chǎn)業(yè)革命。為了迎接這些挑戰(zhàn)，數(shù)據(jù)主權(quán)交換是不可或缺的先決條件。企業(yè)需要分析挖掘大量?jī)?nèi)部和外部數(shù)據(jù)，以支持智能制造定制化生產(chǎn)的快速響應(yīng)要求，同時(shí)保證數(shù)據(jù)主權(quán)和數(shù)據(jù)安全也是許多工業(yè)公司的基本需求。

在此背景下，數(shù)據(jù)主權(quán)交換的重要性不斷凸顯，能夠自由高效進(jìn)行數(shù)據(jù)交換，同時(shí)確保數(shù)據(jù)安全性和主權(quán)控制的數(shù)據(jù)主權(quán)交換平臺(tái)的建立將成為構(gòu)建數(shù)字經(jīng)濟(jì)生態(tài)的重要支點(diǎn)。數(shù)據(jù)主權(quán)交換平臺(tái)首先要保證在交換過(guò)程中對(duì)數(shù)據(jù)主權(quán)的控制；其次，要實(shí)現(xiàn)跨設(shè)備、跨網(wǎng)絡(luò)的異構(gòu)性數(shù)據(jù)主權(quán)交換；最后，要建立多樣化、跨行業(yè)領(lǐng)域的數(shù)據(jù)主權(quán)交換渠道。
