摘要： 為了深入分析區(qū)塊鏈技術(shù)與應用發(fā)展態(tài)勢，研判中國區(qū)塊鏈技術(shù)發(fā)展現(xiàn)狀與問題，選擇中美對比研究視角展開研究。研究認為，美國在區(qū)塊鏈技術(shù)和應用方面的探索位居世界前列，疫情下中美在基于區(qū)塊鏈技術(shù)的跨境支付、供應鏈管理等領域的推廣應用將顯得十分關(guān)鍵。建議我國應抓住區(qū)塊鏈發(fā)展機遇，推動基礎技術(shù)研發(fā)與應用布局，完善區(qū)塊鏈生態(tài)建設；建立區(qū)塊鏈敏捷治理體系，制定和推廣區(qū)塊鏈風險評估框架，設立區(qū)塊鏈登記平臺；加快區(qū)塊鏈人才聯(lián)合培養(yǎng)，創(chuàng)新區(qū)塊鏈人才制度，擴大涉及區(qū)塊鏈的技術(shù)移民試點范圍。

Analysis of the trend of blockchain technology and applications ——a comparative perspective between China and U.S.

Abstract： In order to deeply analyze the trend of blockchain technology and its applications, and to judge the status and problems of China's blockchain technology development, the comparison between China and U.S.was selected as the perspective to carry out the research. The paper claims that U.S. ranks among the world's leading countries in the exploration of blockchain technology and application, and the application of cross-border payment and supply chain management based on blockchain technology between China and U.S. is critical under the epidemic. It is suggested that China should seize the development opportunity of blockchain, promote the development and application layout of basic technology, and improve the ecological construction of blockchain; establish an agile blockchain governance system, formulate and promote a blockchain risk assessment framework, and set up a blockchain registration platform; speed up the joint training of blockchain talents, innovate a globally oriented blockchain talent system, and expand the scope of pilot projects for blockchain technical migration.

作為一種“信任的機器”，區(qū)塊鏈可認為是一種將分布式賬本、加密算法等技術(shù)綜合集成而形成的分布式計算范式。2008年，中本聰關(guān)于比特幣的論文奠定了區(qū)塊鏈技術(shù)框架。隨后，區(qū)塊鏈技術(shù)相關(guān)研究文獻紛至沓來。EYAL I、JESSE Y H等系統(tǒng)研究了區(qū)塊鏈技術(shù)特點和技術(shù)構(gòu)成，認為區(qū)塊鏈具有去中心化、防篡改等諸多特點，是密碼學、分布式存儲等技術(shù)的集成。袁勇、王飛躍等通過解構(gòu)區(qū)塊鏈的核心要素，進一步提出了區(qū)塊鏈系統(tǒng)基礎架構(gòu)模型。從應用角度來看，區(qū)塊鏈技術(shù)最初是為了實現(xiàn)貨幣和支付手段的去中心化，在比特幣之后，其他基于區(qū)塊鏈技術(shù)的加密數(shù)字貨幣，如萊特幣、瑞波幣等相繼出現(xiàn)。中國、英國等國家央行數(shù)字貨幣的研究也已經(jīng)啟動。

當前，區(qū)塊鏈技術(shù)與實體經(jīng)濟結(jié)合的趨勢愈加明顯，區(qū)塊鏈技術(shù)的研究和應用領域已經(jīng)從數(shù)字貨幣逐漸延伸至金融、能源、制造、教育和醫(yī)療服務等。中國、美國、歐盟等國家和地區(qū)高度重視區(qū)塊鏈技術(shù)發(fā)展，把區(qū)塊鏈技術(shù)看作數(shù)字經(jīng)濟競爭的戰(zhàn)略手段。2016年，歐盟委員會和歐洲議會成立金融科技特別小組，研究促進區(qū)塊鏈技術(shù)的相關(guān)政策，推動區(qū)塊鏈技術(shù)應用落地。歐盟對區(qū)塊鏈技術(shù)的探索性應用領域包括身份管理、公證服務和貨物追蹤等方面。2019年，德國發(fā)布《聯(lián)邦政府的區(qū)塊鏈戰(zhàn)略》，將區(qū)塊鏈技術(shù)與工業(yè)發(fā)展結(jié)合起來。美國、英國、澳大利亞、荷蘭、新加坡、以色列等國家圍繞區(qū)塊鏈技術(shù)部署多維度應用，將區(qū)塊鏈技術(shù)與實體經(jīng)濟發(fā)展、社會福利增加等公眾需求緊密融合。區(qū)塊鏈已成為經(jīng)濟社會數(shù)字化轉(zhuǎn)型中被提及最多的技術(shù)之一，區(qū)塊鏈技術(shù)的研發(fā)應用也在不斷深入，在中央推動之下，北京、上海、廣東等地陸續(xù)發(fā)布政策指導文件，開展區(qū)塊鏈產(chǎn)業(yè)鏈布局，探索“區(qū)塊鏈+”模式?？傮w來看，美國在區(qū)塊鏈技術(shù)和應用方面的探索仍位居世界前列，本文擬從中美比較的視角，對區(qū)塊鏈技術(shù)和應用發(fā)展態(tài)勢進行分析。
