Analysis of Russian AI regulation policies: framework, characteristics and implications

Abstract: The emergence of large model such as ChatGPT and Sora once again highlights the profound impact of technological progress in artificial intelligence on economic, cultural and other fields. At the same time, the security risks it brings are even more worrying. Major countries and regions around the world have also included AI regulation issues in their overall national security strategies. This article takes Russian AI regulation policy as the research object, analyzes the current situation of AI regulation in Russia in recent years, and constructs an AI regulation framework centered on Federal Law No. 123-FZ and Federal Law No. 258-FZ, and summarizes its regulatory characteristics.The research results show that: First, Russia has formed an AI regulatory framework based on the main body layer, institutional layer and system layer; Second, Russia′s artificial intelligence coordinates the synergistic effect of self-regulation and co-regulation, uses incentives as the basis for regulation, and actively promotes multi-industry regulationhird; Third, with the emergence of applications such as ChatGPT and Sora, Russia′s AI regulatory framework is continuously being perfected.
