摘要: 大數(shù)據(jù)時代的到來給人力資源應(yīng)急管理帶來了新的挑戰(zhàn)與發(fā)展。此背景下,在人力資源領(lǐng)域持續(xù)擴(kuò)大基礎(chǔ)數(shù)據(jù)規(guī)模,合理利用數(shù)據(jù)驅(qū)動決策可有效提升人力資源應(yīng)急管理效能,而加強(qiáng)其中伴隨的信息保障能力不可或缺。通過探索數(shù)據(jù)驅(qū)動的人力資源信息應(yīng)急保障方法,初步提出了信息應(yīng)急保障的簡易體系框架,為開展人力資源信息應(yīng)急保障的研究與實(shí)踐提供借鑒。

Abstract: The arrival of the era of big data has brought new challenges and development to the emergency management of human resources. In this context, the continuous expansion of the scale of basic data in the field of human resources and the rational use of data-driven decision-making can effectively improve the efficiency of human resources emergency management, and it is indispensable to strengthen the accompanying information support ability. This paper explores the datadriven information support method of human resources emergency management, and initially puts forward a simple system framework of the corresponding information support, aiming to provide reference for the research and practice of human resources emergency information support.

引言

大數(shù)據(jù)技術(shù)的應(yīng)用和發(fā)展是實(shí)現(xiàn)應(yīng)急管理現(xiàn)代化的重要支撐[1],隨著應(yīng)急管理實(shí)踐不斷豐富拓展,數(shù)據(jù)的規(guī)模性(Volume)、多樣性(Variety)和高速性(Velocity)不斷增長,人們也逐漸從數(shù)據(jù)視角獲取更多新認(rèn)知、新方法,包括對突發(fā)公共事件的應(yīng)急響應(yīng)指標(biāo)構(gòu)建[2]、災(zāi)害管理效果評估等[3],并開始從海量數(shù)據(jù)中發(fā)現(xiàn)問題、思考問題,逐步形成模糊化、相關(guān)性和整體化的思維方式[4]。其中,數(shù)據(jù)的快速收集、分析、決策和反應(yīng)機(jī)制,使其對突發(fā)公共事件中群體行為的預(yù)見性更強(qiáng)、準(zhǔn)確度更高,應(yīng)用領(lǐng)域也更廣,在山洪災(zāi)害監(jiān)測、城市燃?xì)夤艿佬孤╊A(yù)警、地震災(zāi)區(qū)人員搜救等方面均有所體現(xiàn)。與此同時,也存在一些要素影響突發(fā)公共事件的信息應(yīng)急保障,影響信息保障的要素一般包括政策和機(jī)構(gòu)、管理與組織、信息和技術(shù)以及環(huán)境等[5]。本文通過探索數(shù)據(jù)驅(qū)動的人力資源信息應(yīng)急保障新方法,初步搭建了信息應(yīng)急保障的體系框架。
