摘要: 數(shù)字生態(tài)建設(shè)推進(jìn)生態(tài)環(huán)境監(jiān)測業(yè)務(wù)創(chuàng)新,也同樣導(dǎo)致網(wǎng)絡(luò)安全威脅面擴(kuò)大、數(shù)據(jù)安全風(fēng)險(xiǎn)態(tài)勢加劇。針對生態(tài)環(huán)境數(shù)字化轉(zhuǎn)型的新環(huán)境,將網(wǎng)絡(luò)安全場景化防護(hù)與生態(tài)數(shù)據(jù)生命周期的安全管控深度融合,引入基于零信任機(jī)制的應(yīng)用接入與訪問控制技術(shù)、網(wǎng)絡(luò)數(shù)字化重構(gòu)以及大數(shù)據(jù)AI分析等技術(shù),創(chuàng)新性開展生態(tài)環(huán)境數(shù)據(jù)分類分級建設(shè),對包括衍生數(shù)據(jù)在內(nèi)的生態(tài)數(shù)據(jù)實(shí)施分類施策、分級管控,深化網(wǎng)絡(luò)安全與數(shù)字化建設(shè)協(xié)同運(yùn)營,實(shí)現(xiàn)數(shù)字生態(tài)監(jiān)測體系安全穩(wěn)定運(yùn)行,提升數(shù)字生態(tài)的社會化供給能力。

Research on the integration of Data/Cyber/Application mixed security in digital ecological construction

Abstract: Digital ecological construction promotes ecological environment monitoring business innovation, which also leads to the expansion of cyber security threats and the intensification of data security risks. In response to the new environment of digital transformation of the ecological environment, this paper deeply integrates cyber security scenario-based protection and ecological data life cycle security management and control, introduces technologies such as application access and access control technology based on the zero-trust mechanism, cyber digital reconstruction, and big data AI analysis,innovatively carries out the classification and hierarchical construction of ecological environment data, and implements classified policies and hierarchical management and control of ecological data including derivative data, to deepen the coordinated operation of cyber security and digital construction, achieve secure and stable operation of the digital ecological monitoring system, and improve the quality of the digital ecology and social supply capacity.

引言

“十四五”數(shù)字生態(tài)建設(shè)、數(shù)字化轉(zhuǎn)型發(fā)展旨在利用空間技術(shù)、大數(shù)據(jù)技術(shù)、智能決策技術(shù)等改進(jìn)、突破當(dāng)前生態(tài)環(huán)境大模型應(yīng)用限制,構(gòu)建“天地空一體化”智慧監(jiān)測系統(tǒng)[1],以此提升環(huán)保公共供給服務(wù)能力,促進(jìn)環(huán)境治理能力現(xiàn)代化。當(dāng)前,由于生態(tài)環(huán)境監(jiān)測的特殊性,各專業(yè)業(yè)務(wù)應(yīng)用系統(tǒng)相對獨(dú)立而形成諸多信息孤島,數(shù)據(jù)資產(chǎn)現(xiàn)狀不明,包括重要數(shù)據(jù)目錄在內(nèi)的敏感數(shù)據(jù)分布不清,數(shù)據(jù)在收集、存儲、流轉(zhuǎn)、共享等過程中缺乏全局安全狀態(tài)監(jiān)控、關(guān)聯(lián)管控和安全執(zhí)行能力等,衍生數(shù)據(jù)缺乏系統(tǒng)性管控,導(dǎo)致行業(yè)數(shù)據(jù)要素化過程極其困難,大數(shù)據(jù)價(jià)值挖掘效果甚微,亟待通過網(wǎng)絡(luò)優(yōu)化、重構(gòu)完善生態(tài)大數(shù)據(jù)網(wǎng)絡(luò)。本文從業(yè)務(wù)安全視角,采用分層設(shè)計(jì)思想,結(jié)合數(shù)據(jù)分類分級,緊緊圍繞業(yè)務(wù)場景梳理數(shù)據(jù)流轉(zhuǎn)脈絡(luò),識別數(shù)據(jù)的訪問關(guān)系及風(fēng)險(xiǎn)管控,提升場景化的生態(tài)環(huán)境網(wǎng)絡(luò)安全能力、關(guān)鍵資源數(shù)據(jù)分級管控能力,構(gòu)建精細(xì)化、貼合業(yè)務(wù)場景的網(wǎng)絡(luò)、數(shù)據(jù)安全防護(hù)策略,開展一體化安全運(yùn)營。
