關(guān)鍵信息基礎(chǔ)設(shè)施中的網(wǎng)絡(luò)安全運(yùn)營研究

摘要: 關(guān)鍵信息基礎(chǔ)設(shè)施作為承載國家重要領(lǐng)域信息傳遞的載體,其安全關(guān)乎國計(jì)民生、公共利益和國家安全。近年隨著《中華人民共和國網(wǎng)絡(luò)安全法》《關(guān)鍵信息基礎(chǔ)設(shè)施安全保護(hù)條例》(以下簡稱“關(guān)?!?等政策制度相繼出臺,關(guān)鍵信息基礎(chǔ)設(shè)施網(wǎng)絡(luò)安全已上升成為國家戰(zhàn)略,引起社會廣泛關(guān)注。因此,認(rèn)清關(guān)鍵信息基礎(chǔ)設(shè)施現(xiàn)實(shí)風(fēng)險(xiǎn),設(shè)計(jì)基于態(tài)勢感知的技術(shù)體系、建立合規(guī)的制度體系、構(gòu)建權(quán)責(zé)分明的組織體系,實(shí)現(xiàn)人、技術(shù)、制度的有機(jī)結(jié)合,提升網(wǎng)絡(luò)安全運(yùn)營能力,對確保關(guān)鍵信息基礎(chǔ)設(shè)施安全具有重要現(xiàn)實(shí)意義。

Research on network security operations in critical information infrastructure

Abstract: As the carrier of carrying information transmission in important national field, the security of critical information infrastructure is related to the national economy and people′s livelihood, public interests and national security.In recent years, with the promulgation of the Network Security Law, the Regulations on the Security Protection of Critical Information Infrastructure and other policies and systems,network security of critical information infrastructure has risen to become a national strategy, which has aroused widespread concern in the society. Therefore, it is of great practical significance to recognize the real risks of critical information infrastructure, design a technology system based on situation awareness, establish a compliant system, and build an organizational system with clear responsibilities, so as to achieve the organic combination of people, technology, and systems, and thus improve the network security operation capability to ensure the security of critical information infrastructure.

0 引言
近年,國內(nèi)重點(diǎn)行業(yè)領(lǐng)域加大信息化建設(shè),構(gòu)建覆蓋多區(qū)域、多節(jié)點(diǎn)的廣域網(wǎng)信息基礎(chǔ)設(shè)施。在促進(jìn)行業(yè)領(lǐng)域發(fā)展的同時(shí),基于廣域網(wǎng)體系架構(gòu)、計(jì)算環(huán)境、邊界防護(hù)的特殊性,關(guān)鍵信息基礎(chǔ)設(shè)施存在諸多安全風(fēng)險(xiǎn)。2022年9月27日,國家計(jì)算機(jī)病毒應(yīng)急處置中心公告了美國國家安全局特定入侵行動辦公室對西北工業(yè)大學(xué)的網(wǎng)絡(luò)攻擊行動,披露了其對我國關(guān)鍵基礎(chǔ)設(shè)施實(shí)施攻擊并竊取數(shù)據(jù)的事實(shí)。此次事件引起政府、社會和行業(yè)領(lǐng)域的廣泛關(guān)注,加強(qiáng)關(guān)鍵信息基礎(chǔ)設(shè)施網(wǎng)絡(luò)安全防護(hù)成為各領(lǐng)域的共識。
