基于DCMM的高校數(shù)據(jù)治理能力評(píng)估應(yīng)用與研究

摘要: 針對(duì)在高校實(shí)施數(shù)據(jù)治理的評(píng)估評(píng)價(jià)相對(duì)方法不足和較少開(kāi)展的問(wèn)題,通過(guò)文獻(xiàn)梳理研究了數(shù)據(jù)治理評(píng)估在相關(guān)應(yīng)用領(lǐng)域的研究進(jìn)展,列舉了5種主流數(shù)據(jù)治理模型及其作為數(shù)據(jù)治理水平評(píng)估模型的適用性。選取DCMM數(shù)據(jù)管理能力成熟度模型,面向高校進(jìn)行數(shù)據(jù)治理評(píng)估指標(biāo)體系的問(wèn)卷設(shè)計(jì),采用AHP層次化方法對(duì)問(wèn)卷數(shù)據(jù)進(jìn)行結(jié)果分析,展示出高校數(shù)據(jù)治理能力的建設(shè)狀況。通過(guò)分析說(shuō)明基于治理模型的高校數(shù)據(jù)治理評(píng)估方法的可行性,并且給出數(shù)據(jù)治理提升的措施和建議。

Application and research on DCMM based evaluation of university data governance capability

Abstract: Aiming at the problems that the evaluation of implementing data governance in colleges and universities is relatively insufficient and less developed, this paper studies the research progress of data governance evaluation in related application fields through literature review, and lists five mainstream data governance models and illustrates the applicability as a data governance evaluation model. The DCMM data management capability maturity model is selected, the questionnaire design of the data governance evaluation index system is carried out for colleges and universities, and the AHP hierarchical method is used to analyze the results of the questionnaire data, showing the construction status of the data governance capacity in colleges and universities. The analysis shows that the evaluation method of university data governance based on governance model is feasible, and the conclusion and strategy suggestions for improving data governance are given.

0 引言

2021年12月中央網(wǎng)絡(luò)安全和信息化委員會(huì)印發(fā)《“十四五”國(guó)家信息化規(guī)劃》,提出“建立高效利用的數(shù)據(jù)要素資源體系”“加強(qiáng)數(shù)據(jù)治理,提升數(shù)據(jù)資源開(kāi)發(fā)利用水平”。這些政策都對(duì)高校的數(shù)據(jù)治理和管理的建設(shè)提出了明確要求。

數(shù)據(jù)管理和治理能力評(píng)估是數(shù)字校園建設(shè)水平的重要衡量方面。數(shù)據(jù)管理能力成熟度評(píng)估模型是我國(guó)首個(gè)數(shù)據(jù)管理領(lǐng)域國(guó)家標(biāo)準(zhǔn),將組織內(nèi)部數(shù)據(jù)治理管理能力劃分為八個(gè)能力域。

數(shù)據(jù)治理模型研究為數(shù)據(jù)治理實(shí)踐活動(dòng)提供理論依據(jù),高校數(shù)字校園建設(shè)在數(shù)據(jù)治理理論、框架與模型等方面的研究與實(shí)踐主要有:許曉東等人從戰(zhàn)略高度提出對(duì)高等教育的數(shù)據(jù)治理,應(yīng)且必將成為高等教育治理的一個(gè)重要組成部分;劉桂鋒等人對(duì)國(guó)內(nèi)外數(shù)據(jù)治理的要素、模型、框架等研究歸納,分析數(shù)據(jù)治理模型的類型、特點(diǎn)、問(wèn)題、挑戰(zhàn)與機(jī)遇;余鵬等人提出設(shè)計(jì)教育大數(shù)據(jù)平臺(tái)與數(shù)據(jù)治理框架;董曉輝等人設(shè)計(jì)了一個(gè)高校教育大數(shù)據(jù)治理的參考框架,刻畫高校教育大數(shù)據(jù)治理的主要內(nèi)容,并從活動(dòng)視角提出高校教育數(shù)據(jù)治理體系構(gòu)成要素;如孫嘉睿等人對(duì)數(shù)據(jù)治理的體系架構(gòu)、數(shù)據(jù)治理保障梳理分析基礎(chǔ)上分析具體業(yè)務(wù)領(lǐng)域的實(shí)踐。
