摘要： 數(shù)據(jù)作為生產(chǎn)要素的地位不斷凸顯，數(shù)據(jù)安全重要性也逐步增加，學(xué)界對(duì)政府開(kāi)放數(shù)據(jù)風(fēng)險(xiǎn)的關(guān)注度正不斷提升。研究借助CiteSpace對(duì)中國(guó)知網(wǎng)（CNKI）數(shù)據(jù)庫(kù)相關(guān)文獻(xiàn)進(jìn)行可視化分析，梳理出政府開(kāi)放數(shù)據(jù)風(fēng)險(xiǎn)研究的熱點(diǎn)和趨勢(shì)。研究發(fā)現(xiàn)，該領(lǐng)域的文獻(xiàn)數(shù)量相對(duì)有限，但總體呈上升趨勢(shì)。研究主題聚焦于風(fēng)險(xiǎn)理論和風(fēng)險(xiǎn)評(píng)估與治理，尤其側(cè)重隱私風(fēng)險(xiǎn)的研究。研究逐步從理論擴(kuò)展到實(shí)踐治理，技術(shù)手段治理是當(dāng)前的研究熱點(diǎn)，未來(lái)可能持續(xù)發(fā)展。本研究為學(xué)界了解政府開(kāi)放數(shù)據(jù)風(fēng)險(xiǎn)研究領(lǐng)域的問(wèn)題提供了一定的幫助，對(duì)深化領(lǐng)域研究具有一定意義。

Research hotspots and trends analysis of government open data risk in China

Abstract： The status of data as a factor of production continues to be highlighted, emphasizing the criticality of ensuring data security. And academic circles are increasingly paying attention to the risks of government open data. This study leveraged CiteSpace and examined related articles sourced from the China National Knowledge Infrastructure (CNKI) database, elucidating the hotspots and trends in research on risks related to government open data. Findings indicate that while the literature in this field is relatively limited, it exhibits an overall upward trend. Research themes center on risk theory and the assessment and governance of risks, with a particular emphasis on the investigation of privacy risks. The research is gradually transitioning from theoretical exploration to practical governance, with technological governance emerging as the current research hotspot, poised for sustained development in the future. This study contributes to the scholarly understanding of issues in the domain of research on risks associated with open government data, offering valuable insights for furthering research in this field.

引言

2015年國(guó)務(wù)院發(fā)布《促進(jìn)大數(shù)據(jù)發(fā)展行動(dòng)綱要》，提出“加快政府?dāng)?shù)據(jù)開(kāi)放共享，推動(dòng)資源整合，提升治理能力”。自此，各省市紛紛開(kāi)始實(shí)施政府?dāng)?shù)據(jù)開(kāi)放行動(dòng)。截至2022年底，全國(guó)已有208個(gè)省級(jí)和城市地方政府上線了數(shù)據(jù)開(kāi)放平臺(tái)。在大力推進(jìn)數(shù)據(jù)開(kāi)放進(jìn)程以釋放政府?dāng)?shù)據(jù)價(jià)值的同時(shí)，數(shù)據(jù)開(kāi)放風(fēng)險(xiǎn)問(wèn)題值得我們關(guān)注。2023年，印度新冠肺炎疫苗情報(bào)網(wǎng)（Co-WIN）疑似發(fā)生嚴(yán)重的數(shù)據(jù)泄露事件，導(dǎo)致印度公民的詳細(xì)信息遭到泄露。類(lèi)似政府開(kāi)放數(shù)據(jù)平臺(tái)的數(shù)據(jù)泄露事件不僅導(dǎo)致了個(gè)人隱私泄露的風(fēng)險(xiǎn)，還可能對(duì)國(guó)家安全和社會(huì)安定造成重大影響。根據(jù)IBM發(fā)布的《數(shù)據(jù)泄露成本報(bào)告》顯示，2023年全球數(shù)據(jù)泄露的平均成本達(dá)445萬(wàn)美元，與2020年相比，三年期間增加了153%的平均成本，創(chuàng)下歷史新高?？梢?jiàn)如何在實(shí)現(xiàn)政府開(kāi)放數(shù)據(jù)價(jià)值的同時(shí)有效管理和規(guī)避風(fēng)險(xiǎn)，已成為當(dāng)前研究和政策制定的重要議題。目前有學(xué)者借助知識(shí)圖譜工具對(duì)中國(guó)政府開(kāi)放數(shù)據(jù)的研究進(jìn)行可視化分析［1］，也有學(xué)者專(zhuān)注于政府開(kāi)放數(shù)據(jù)中的隱私風(fēng)險(xiǎn)［2］。然而，隱私風(fēng)險(xiǎn)只是政府開(kāi)放數(shù)據(jù)所面臨的諸多風(fēng)險(xiǎn)之一，開(kāi)放數(shù)據(jù)的風(fēng)險(xiǎn)還涉及治理、經(jīng)濟(jì)、法律、數(shù)據(jù)特征、元數(shù)據(jù)、訪問(wèn)獲取、技能等多方面的風(fēng)險(xiǎn)［3］。為全面把握政府開(kāi)放數(shù)據(jù)的潛在風(fēng)險(xiǎn)，本文擬借助CiteSpace工具，對(duì)政府開(kāi)放數(shù)據(jù)風(fēng)險(xiǎn)領(lǐng)域的現(xiàn)有研究進(jìn)行可視化分析，梳理出該領(lǐng)域的基本情況、研究熱點(diǎn)及未來(lái)研究趨勢(shì)，為未來(lái)的研究提供參考。
