摘要: 在數(shù)據(jù)作為生產要素價值釋放的進程中,監(jiān)管導向的數(shù)據(jù)稽查是兼顧數(shù)據(jù)增值的數(shù)據(jù)安全保障。然而,數(shù)據(jù)稽查的概念內涵、基本原則和實施方式還亟待討論。對比土地、勞動力、資本、技術等傳統(tǒng)生產要素治理過程中的監(jiān)管模式和稽查手段,數(shù)據(jù)要素的共性和特性決定了數(shù)據(jù)稽查應具有方式具體、事后追究、對象明確和技術依賴的特征。在此基礎上形成的數(shù)據(jù)稽查機制架構包括宏觀與微觀兩個層面,嵌入數(shù)據(jù)價值產生的過程,對數(shù)據(jù)稽查機制的進一步研究奠定了基礎。

Research on supervising-oriented data checking mechanism: an analogical analysis perspective on production factors

Abstract: In the process of unlocking the value of data as a production factor, supervising-oriented data checking is a data security guarantee that takes into account the value added by data. However, the conceptual connotations, basic principles and implementary methods of data checking are yet to be urgently discussed. Compared with the supervising model and checking tools in the governance process of traditional production factors such as land, labor, capital and technology, the commonalities and individualities of the data factor determine that data checking should have the characteristics of specific approach, post-event investigation, clear target, technology dependence. The data checking mechanism framework formed on the characteristics includes both macro and micro levels, embedded in the process of data value generation, and lays the foundation for further research on the data checking mechanism.

0 引言

隨著物聯(lián)網(wǎng)、云計算、區(qū)塊鏈、人工智能等技術快速發(fā)展,網(wǎng)絡空間已經(jīng)成為繼陸、海、空、天之后的第五大空間,承載了越來越多的人類活動。數(shù)據(jù)是溝通網(wǎng)絡與現(xiàn)實的橋梁紐帶,是網(wǎng)絡空間的核心要素。近年來,數(shù)據(jù)采集設備不斷普及、持續(xù)迭代,數(shù)據(jù)量迎來了爆發(fā)式增長,伴隨著數(shù)據(jù)處理技術的不斷革新,數(shù)據(jù)價值增值可能性獲得極大提升。在此背景下,采集、管理、利用海量數(shù)據(jù)的能力已經(jīng)成為國家、地區(qū)、機構和個人的核心能力之一。數(shù)據(jù)流可以引領技術流、資金流、人才流匯聚與重組,進而改變國家或地區(qū)的綜合實力,重塑戰(zhàn)略格局。
