摘要： 能源互聯(lián)網(wǎng)是我國(guó)實(shí)現(xiàn)能源結(jié)構(gòu)變革，提高能源的安全和綠色水平的關(guān)鍵。因此能源互聯(lián)網(wǎng)的安全關(guān)系著能源互聯(lián)網(wǎng)的穩(wěn)定、安全運(yùn)行。研究能源互聯(lián)網(wǎng)安全態(tài)勢(shì)感知體系，打造能源互聯(lián)網(wǎng)安全態(tài)勢(shì)綜合監(jiān)測(cè)平臺(tái)，實(shí)現(xiàn)能源互聯(lián)網(wǎng)安全態(tài)勢(shì)監(jiān)測(cè)分析以及內(nèi)外網(wǎng)的安全風(fēng)險(xiǎn)監(jiān)測(cè)；打造全球能源互聯(lián)網(wǎng)安全加固與防護(hù)體系，并形成一系列的安全規(guī)范，從而實(shí)現(xiàn)能源互聯(lián)網(wǎng)安全風(fēng)險(xiǎn)態(tài)勢(shì)全面感知，安全威脅高效預(yù)警，提升能源互聯(lián)網(wǎng)安全可控水平，全方位、多角度保證能源互聯(lián)網(wǎng)安全，確保用戶切身利益。

Abstract： Energy Internet is the key to realize the reform of energy structure and improve the safety and green level of energy in China. Therefore, the security of the energy Internet is related to the stable and safe operation of the energy Internet. Therefore, we should study the energy Internet security situation awareness system, build a comprehensive monitoring platform for the energy Internet security situation, and realize the monitoring and analysis of the energy Internet security situation and the security risk monitoring of the internal and external networks. Build a global energy Internet security reinforcement and protection system, and form a series of security norms, so as to achieve a comprehensive awareness of the energy Internet security risk situation, efficient early warning of security threats, improve the controllable level of energy Internet security, ensure the energy Internet Security in all directions and from multiple angles, and ensure the vital interests of users.

0 引言

    能源行業(yè)關(guān)系國(guó)家安全和國(guó)民經(jīng)濟(jì)命脈，是確保社會(huì)經(jīng)濟(jì)持續(xù)健康發(fā)展的重要基礎(chǔ)性產(chǎn)業(yè)。為深入貫徹落實(shí)習(xí)近平總書(shū)記關(guān)于能源領(lǐng)域“四個(gè)革命、一個(gè)合作”[1-2]戰(zhàn)略和網(wǎng)絡(luò)強(qiáng)國(guó)戰(zhàn)略的重要論述，不斷優(yōu)化能源結(jié)構(gòu)和布局,加快構(gòu)建清潔低碳、安全高效的能源體系，以智能化、信息化推動(dòng)高質(zhì)量發(fā)展，國(guó)家相關(guān)部門協(xié)同打造“共商、共建、共享”的國(guó)家級(jí)能源互聯(lián)網(wǎng)，推動(dòng)能源領(lǐng)域供給側(cè)結(jié)構(gòu)性改革，為國(guó)家能源安全提供有力支撐。在國(guó)家引導(dǎo)下，能源互聯(lián)網(wǎng)整合電力、煤炭、石油、天然氣等領(lǐng)域產(chǎn)業(yè)鏈信息，實(shí)現(xiàn)國(guó)內(nèi)外能源生產(chǎn)、經(jīng)濟(jì)、消費(fèi)、安全等數(shù)據(jù)有效匯聚和價(jià)值挖掘，培育數(shù)據(jù)開(kāi)放共享、跨界融合、技術(shù)協(xié)同創(chuàng)新的能源互聯(lián)網(wǎng)產(chǎn)業(yè)生態(tài)，打造覆蓋全國(guó)能源領(lǐng)域、標(biāo)準(zhǔn)體系統(tǒng)一、智能應(yīng)用豐富的“國(guó)家智慧能源大腦”。

    能源安全是國(guó)家經(jīng)濟(jì)、社會(huì)穩(wěn)定健康可持續(xù)運(yùn)行的關(guān)鍵。近年以來(lái)，能源領(lǐng)域遭受的攻擊數(shù)量激增，油氣、電網(wǎng)兩大領(lǐng)域已經(jīng)成為黑客攻擊的重點(diǎn)，這兩個(gè)領(lǐng)域發(fā)生的網(wǎng)絡(luò)攻擊安全事件占全部網(wǎng)絡(luò)攻擊事件的一半以上[3]。另外，由于風(fēng)力、光伏發(fā)電站等新能源系統(tǒng)全面使用人工智能、5G通信等智能技術(shù)，數(shù)字化程度較高，面臨的網(wǎng)絡(luò)安全風(fēng)險(xiǎn)也更大。因此，為保障能源互聯(lián)網(wǎng)的安全穩(wěn)定，能源互聯(lián)網(wǎng)平臺(tái)的安全態(tài)勢(shì)感知與防護(hù)體系亟需建立。通過(guò)建立安全態(tài)勢(shì)感知體系，完善相關(guān)安全指引及規(guī)范，實(shí)時(shí)智能感知能源互聯(lián)網(wǎng)平臺(tái)關(guān)鍵設(shè)施的安全態(tài)勢(shì)，發(fā)現(xiàn)惡意攻擊，為能源企業(yè)及相關(guān)主管部門提供應(yīng)急措施和專家支持，有效阻止網(wǎng)絡(luò)攻擊，保障全國(guó)能源系統(tǒng)安全運(yùn)行，滿足國(guó)家相關(guān)部委、集團(tuán)、能源行業(yè)網(wǎng)絡(luò)安全需求,打造能源企業(yè)網(wǎng)絡(luò)安全的“順風(fēng)耳、千里眼、預(yù)警機(jī)”，促進(jìn)能源行業(yè)數(shù)字化、智能化發(fā)展[4-5]。
