Abstract： At present, with the rapid development of digital economy, a large amount of public data has been generated, which has become the main resources of the data market. As the main means of value-added utilization of public data, authorization operation has aroused broad consensus. However, the legal logic of public data authorization operation has not yet been clarified, and there still exists a certain conflict between the authorization operation and the public value carried by public data. The existing patterns of public data authorization operation either bring the risk of data monopoly, or can′t fully release the huge value brought by data fusion applications. Therefore, this paper innovatively propose a new public data authorization operation scheme, taking the data component as a medium of circulation. This scheme not only effectively avoids the data monopoly, but also enables the application of data in large-scale integrative scenarios. This paper provides a beneficial exploration for the use of public data contributing to the high-quality development of economy and promoting the common prosperity.
